Salary Range: $23 - $25/hr. depending on experience

POSITION SUMMARY
Provides information and assistance to project-based rental assistance program participants and property managers concerning eligibility, briefing, lease-up, and ongoing voucher administration. Maintains a client caseload and the requisite file documentation in compliance with program regulations. Support the Intake Department as needed.

· Provide professional customer service to participants and property managers by responding promptly to inquiries, phone calls, emails, faxes, and other forms of correspondence
· Maintain absolute confidentiality of work-related issues, client records and NHS information
· Determine applicant eligibility in accordance with program regulations
· Deliver briefings to educate eligible applicants relative to his/her respective responsibilities and obligations as a voucher holder including fair housing laws. Prepare briefing packets for mailing
· Assist in dispute resolution aimed at stabilizing tenancies
· Process annual, biennial, or triennial recertifications as required
· Process interim share changes upon request
· Monitor project-based vacancies and work with property manager to promptly fill vacancy
· Expand knowledge base by reviewing all available communication including: HUD Clips, Public Notices, DHCD memorandums and Nan McKay updates
· Complete rent reasonableness determinations via affordable housing platform formerly known as GoSection8
· Maintain participant files, program records, and caseload monitoring and tracking forms whether hard copies, electronic files or in databases in accordance with NHS’s policies and procedures and as prescribed by DHCD Administration plan and HUD regulations
· Work cooperatively with FSS, SNO Mass, Inspection Dept, and other teams to ensure high quality service coordination
· Monitor compliance by all parties and follow up on allegations of fraud, programs abuse, unreported income, collection of overpayments, and or other program violations
· Process participant terminations for failure to comply with program regulations. This includes preparing paperwork and participating in informal hearing process
· Support the management team’s efforts to improve customer service, minimize errors, and operate more efficiently
· Anything necessary to manage day-to day operations of DHCD’s programs in accordance with their DHCD contract, HUD regulations, notices, directives and the DHCD Administration Plan
· Run Reports to monitor voucher issuance and voucher extensions
· Add all required client data to the recordkeeping system
· Add housing choice voucher and project-based applicants to the recordkeeping system
· Attend workshops and trainings as needed

QUALIFICATIONS
· Knowledge of professional rules of conduct
· Basic knowledge of subsidized housing and file management
· Computer literacy including proficiency in Microsoft Office
· Ability to establish cooperative working relationships with colleagues and the public
· Awareness of race, equity, diversity, and inclusion principles
· Effective verbal and written communications skills
· Willingness to learn about subsidized housing and housing programs

Experience and Education
• Associates Degree or equivalent combination of education/ experience in housing administration and/or human services.
